Seems that in 2.5 hours, parents would have seen footage and could
have told authorities if there was supposed to be a basket attached. Most of the footage included a lot of close-ups. I would imagine that someone would have asked the parents to describe things on screen so that they would have a better idea of how to stop it or catch it or lower someone down to the balloon. If there was a basket or something that fell off and they noticed it, they could start searching from that point backwards.
