El Monte police officer accused of sexual harassment had prior solicitation arrest

An El Monte police sergeant named in a sexual harassment suit by a colleague who alleged he repeatedly commented on her body and said women made "natural waitresses and food servers" had a previous conviction for soliciting a prostitute, authorities said today.

Albert Tromp, 52, was arrested in 1997 by Bell Gardens police for misdemeanor solicitation of a prostitute. He eventually pleaded no contest and was sentenced to five days in jail and one year's summary probation, according to Jane Robison, spokeswoman for the Los Angeles County district attorney's office.

The details emerged as El Monte Police Chief Tom Armstrong said Tromp received unspecified discipline last week related to a year-long investigation by Officer Mechelle Marin, who said she was sexually harassed by Tromp and other colleagues.

The suit alleges Marin was repeatedly subjected to improper comments about her clothing and body by Tromp, who suggested Marin could trade time off for sexual favors. Tromp, the suit claims, would look directly at Marin’s chest while speaking to her and opine “at various times that ‘a woman’s place is in the home’ and that women ‘are natural waitresses and food servers.' "

She was a "waitress" for more than 40 years; I had the privilege of working with her for several years at Malio's Steak House in Tampa.

Lil would be quick to correct the cop. Many, many women passed through the doors of the restaurant in hopes of becoming a waitress. Not too many of them had the requisite personality, endurance or situational awareness to cut it.

My mother, on the other hand, had top-dollar call parties and served the likes of Glen Campbell, Rod Serling, Johnny Bench and Pete Rose.

Me? I was just a busboy. :)

I wouldn't have looked nearly as professional and made such good tips without my busboy. I kept them happy by giving them a percentage of my tips. They were great.

One of the people I respected most was a waitress in her forties. She was very professional. She helped me train the younger waitresses, and made sure that they looked and acted like people who had come to work, not play. (Many of the younger waitresses were working at their first jobs).

Working with the public is never easy. We had to handle drunks, people who didn't pay, chronic complainers, screaming children, and fellow employees who showed up drunk or stoned. She did it better than I.

I did not stay in that field. I found out that she got a better paying job at a union plant, after her legs and feet gave out from years of waitressing. I hope she retired with a good pension.
