I have a question about how the PO opt-out would work

Would a governor be able to opt out by unilateral executive action, or would a vote of the state legislature followed by the governor's signature be required?

I obviously prefer the latter of the two alternatives.

it was supposed to be voted on by the state legislature or put up for public referendum.

I don't think anybody was talking about just a gov being able to unilaterally decide to opt out.

I could be wrong, though.
