Law that protects library records also protects man who masturbated among the books.
I had an odd experience at a library once (not quite like this one). I felt something warm on my leg, looked down, and a man kneeling down supposedly looking at books on the bottom shelf had turned toward my leg, had his mouth open, and was about to bite me. The warmth I felt was his breath on my leg.

I reported him, police were called, and they questioned him. He admitted he was going to bite me. They gave me a choice: file charges (not sure what those would have been) or they could detain him till I was safely on my way. I went with the second choice.

1. Well by all means, if the cops think the guy masturbated in public
...then they can go and get a court order.

5. The way the police explained it to me....
...nothing would have happened to the guy if I'd filed charges. He hadn't bitten me because I felt his breath and pulled away. I said something brilliant like, "What are you doing?" and he asked me what time it was. Bizarre.

Anyway, the police indicated it would not only not result in any consequences for the guy -- it would give him access to my name and address if I filed charges. They weren't even sure what to charge him with.

3. Something similarly crazy happened to me once. I was climbing
the stairs to the train on the way to work and a man ran up behind me and put his hand under my dress and then ran away. I screamed. It was early in the morning, not many people were around. I'm glad to say that's the worst thing that ever happened to me.

And some people just love to read.

Sorry to read about your experience in the library, LiberalHeart. The guy's a perv.

Librarians, though, are patriots. They were among the few to stand up to the Bush cabal when asked by the FBI to turn over readers' records, post-September 11.

7. Just last week the librarian here told me...
...the only records the library keeps about patrons' internet usage and books checked out are in real time. If someone signs in to use the net, it's noted who they are only while they're using the computer, then all sign of that usage (at least as associated with a specific name) is gone. And books are part of a record only as long as they're checked out, then poof, the record is gone.

She told me that's something most libraries are doing to avoid having the government gain access to such info.
