Governor Richardson Enacts Four Clean Energy Bills for NM


Measures promote advanced energy technologies, green buildings and biodiesel.
Santa Fe, New Mexico

New Mexico Governor Bill Richardson Bills recently signed four significant renewable energy bills: SB 994 (Advanced Energy Tax Credit); SB 489 (Biodiesel Blend Required by 2012); HB 318 (Power plant mercury emissions control); SB 463 (Renewable Energy Production Tax Credit Amendments).

"These vital pieces of legislation will work hand in glove with the other major clean energy bills I enacted earlier this session -- the Renewable Energy Transmission Authority and the quadrupling of the Renewable Portfolio Standard -- to continue to make New Mexico the nation's Clean Energy State."

"New Mexico is showing that we can create jobs through spurring significant investment in electricity generation from our world-class solar and wind resources," Richardson said, "promoting advanced coal technologies, building more efficient homes and offices, and increasing the production and use of biodiesel."

-- SB 994 (Cisneros) is the first tax credit in the nation to cover carbon capture technology and include specific capture goals at coal-fired power plants.
-- SB 489 (Ortiz y Pino) will require that 5% of every gallon of diesel fuel sold in New Mexico comes from an agricultural source by 2012. This will help boost New Mexico's growing biodiesel industry, reduce our use of foreign oil and combat climate change.
-- HB 318 (Wirth) allows New Mexico to continue to protect its citizens from the damaging effects of mercury pollution. This bill allows New Mexico to pass more protective mercury standards than the federal government.
-- SB 463 (Cisneros) contains several tax incentives that were originally proposed as separate bills: Renewable Energy Production Tax Credit Amendments, Sustainable Building Tax Credit, Advanced Energy Product Tax Credit, Biodiesel Fuel Production Tax Incentives, Solar Energy System Gross Receipts, and Agricultural Water Conservation Tax Credits.

"These vital pieces of legislation will work hand in glove with the other major clean energy bills I enacted earlier this session -- the Renewable Energy Transmission Authority and the quadrupling of the Renewable Portfolio Standard -- to continue to make New Mexico the nation's Clean Energy State," said Governor Richardson.

Invested an additional $600 million in new education funding to pay our teachers professional salaries while demanding accountability and results tied to tough licensing standards
• Invested $430 million in modernizing schools and creating smaller classrooms across the state – tackling more than 1,200 projects in three years
• Targeted money for struggling schools in order to close the opportunity gap
• Addressed the pervasive poverty in state by making free, statewide full-day kindergarten available to every 5-year-old
• Took the first crucial steps toward increasing access to pre-kindergarten to all of New Mexico’s 4 year olds

Created Higher-Paying Jobs

• More than 47,000 new jobs created state-wide (since January of 2003)
• Recruited new quality companies to NM , including,
° Southwest Cheese, Clovis, 200 jobs, $200 million facility
° Tempur-Pedic, Albuquerque, 300 jobs, $90 million facility
° Monarch Litho, Santa Teresa, 110 jobs, $41 million facility
° CI Direct, Taos, 100 jobs, $3 million facility
° Merillat Industries, Los Lunas, 700 jobs, $36 million facility
° Eclipse Aviation, Albuquerque, on track to employ 2,000 in the next three years
° Sento, Albuquerque, 800 jobs by 2008
• Unemployment rate of 5.2%, the 34th lowest rate in the country (Spring 2005)
• Growth in personal income of 6.2%, the 18th highest in the country (2003-2004)
° Attracted 35 major film productions since 2002 with an economic impact of $500 million, and 35 films since he took office Invested over and started a statewide film training program that will provide certification to New Mexicans who wish to assume high-paying jobs in New Mexico’s film industry
• Launching New Mexico’s aerospace industry by working on building high-paying aerospace jobs

Cracked Down on DWI, Drugs and Gangs

• First Governor to be recognized nationally by Mothers Against Drunk Driving for his outstanding efforts to crack down on the DWI problem in New Mexico.
• Fought for and signed new laws to: increase penalties for providing alcohol to minors, require mandatory treatment for second and subsequent DWI offenders, make ignition interlocks mandatory for all convicted DWI offenders in New Mexico, and increase the penalties for bars and restaurants that violate the Liquor Control Act by selling to minors
• Making a difference: Increased the number of DWI arrests by 31% between 2003 and 2004. DWI arrests have risen steadily from 2001 to 2004, protecting innocent victims.
• Championed legislation that restricted access to the chemicals used in manufacturing methamphetamines, which led to a decrease in meth labs and reduced exposure of children to meth
• Increased the amount of methamphetamine lab prosecution and shut down over 400 meth labs
• Increased funding for the New Mexico Gang and Terrorism Task Force to suppress gang activity in rural New Mexico
• Has decreased the number of deaths caused by drug overdoses through a partnership between law enforcements, community leaders and first responders

Domestic Violence and Prosecuting Sex Offenders

• Prioritized funding to ensure access to domestic violence shelters and programs statewide
• Cut down dismissal rate for domestic violence offenders to get them into treatment or behind bars
• Increased the classes of sex offenses that require registration notification and increased the length of time a sex offender must register for
• Increased funding for Sexual Assault Nurse Examiners statewide who help rape victims and collect evidence which can be used in cases to put more sex offenders behind bars
• Expanded use of electronic devices with GPS capability to keep track of sex offenders for 24 hour tracking
• Created additional sex offense crimes against children to ensure that those who are victimized are protected

Protected Environment and Promoted Renewable Energy Development

° Enhanced renewable energy tax credits,
° Set strict targets to reduce greenhouse emissions in New Mexico,
° Committed state government to renewable fuels,
° Eliminatedthe sales tax on hybrid vehicles, and
° Established the nation’s first state-wide "Clean Energy Bond" for energy efficiency and renewables in public buildings

Increased Access to Health Care

• Created "Insure New Mexico" that provides employers and individuals more affordable options
• Implemented the State Coverage Insurance Program, expanding health insurance Lowered the cost of insurance premiums in the Health Insurance Alliance
• Provided opportunities for part-time employees to get health insurance
• Using sound fiscal management, increased health care spending by $80 million or 16%.
• Increased the rate of fully- immunized children -, moving us to 15th from 48th in the nation.
• Collected more than $1.6 million in Medicaid fraud and abuse and $4. 2 million in overpayments
• Increased number of people served by Women Infants and Children food program by 4.2 percent since January 2003

Greetings friends.
Some time ago, I went searching for the early Senate record of John Edwards. My reason was simple, I wanted to find out what this man, who was elected to the Senate in 1998, stood for. Here in North Carolina, we have recently been treated to Senators that, when elected, fail to do the people's work because they know they have 6 years to make up for screwing the good folks of North Carolina. Even among Democrats, often the first couple years are spent making up favors to special interests. Don't believe me? Go check out the bills SPONSORED by your local Senators in their first couple years.
So, I did that. I wanted to see, who was it that John Edwards considered his "special interest". I'll admit that I, in particular, was shocked by what I found.

    S.3221 : A bill to provide grants to law enforcement agencies that ensure that law enforcement officers employed by such agencies are afforded due process when involved in a case that may lead to dismissal, demotion, suspension, or tranfer.

    S.3228 : A bill to promote the development of affordable, quality rental housing in rural areas for low-income households.

Take a look at those bills. Affordable housing, hurricane relief, Fragile X, "special pay" tax relief for soldiers, heck even junk mail protection, and spyware protection. All of them are aimed at helping people. There are other bills he Sponsored, you can go see them, most are import tariff exemptions for our FORMER textile mills, the ones that are now gone to foreign countries. Again, all his bills are aimed at helping people like us, workers, citizens, voters. They aren't aimed ONLY at the business community, they ARE handouts to his special interest group - people.

Caring about people. It isn't new, it isn't something he is doing for his Presidential race, it is something he has always done, even when the heat WASN'T on him. I like that.

UNC-Chapel Hill creates Center on Poverty, Work and Opportunity;
names former Sen. John Edwards as director


CHAPEL HILL -- The University of North Carolina at Chapel Hill is launching a Center on Poverty, Work and Opportunity that will be led by former U.S. Senator and vice presidential candidate John Edwards.

The Center on Poverty, Work and Opportunity will be a nonpartisan initiative, bringing together UNC-Chapel Hill faculty and other national public policy experts to examine innovative and practical ideas for moving more Americans out of poverty and into the middle class. The center will have an advisory committee of senior faculty representing multiple disciplines across campus. In addition to leading the center, Edwards also will serve as a guest lecturer on campus.

"John Edwards is a distinguished Carolina alumnus, and we are delighted that he will return to campus to bring together today’s best minds to focus on issues that affect us all," Chancellor James Moeser said.

Edwards spent six years in the U.S. Senate. In that time, he championed policy initiatives such as raising the minimum wage, expanding the earned income tax credit, creating matching savings accounts for low-income families, and providing incentives for teachers to teach in low-income schools. Edwards also focused on poverty during last year’s presidential campaign.

"The time I spent at Chapel Hill gave me many of the tools I ha Textve used all my life to help those who are struggling, and I am so proud that I will be able to continue this work and also give something back to UNC-Chapel Hill," Edwards said. "As director of the center, I will work to explore creative approaches to the difficulties that families in poverty face every day."
