Why a non-binding resolution? Vermont passes non-binding resolution
to impeach Bush and Cheney.

Non-binding. Why does this term keep coming up these days?

What is the point of a non-binding resolution? Just a statement of opinion on the record. You could do that with a letter, couldn't you?

Non-binding resolutions seem like a waste of time to me. What am I missing here?

1. If it was binding, it would probably lose votes.
Middle-of-the-road Democrats are less likely to vote for binding resolutions of impeachment than leftist Democrats. For the left half of the party, a good portion most likely think toothless bills are a waste of time.

2. How would a "binding resolution" work?
As far as I know, the Vermont legislature doesn't get a vote in impeachment. At best, it would be to force their representative and their Senators to vote for impeachment, but I think they probably would already.
