A president parties losing seats in congress (usually) doesn't forcast loss of next pres election
For example:

1954: The GOP lost 18 seats in the house and lost control of both the house and senate. In 1956 Ike won a landslide re-election.

1970: The GOP lost ground in congress by losing 12 house seats. In 1972 Nixon won a landslide re-election.

1982: The GOP lost 27 seats in the House and 2 in the Senate. In 1984 Reagan won a landslide re-election.

1994: The Dems lost 54 seats in the House and 8 in the Senate (losing control of both chambers). In 1996 Bill Clinton handily defeated Bob Dole.

It's too early to say what happens this November. If the economy picks up Dem losses may fall off, but if the economy is still bad with 9-10 percent (or more) unemployment--we could face a bad Fall, but it doesn't necessarily predict what will happen in the next presidential election.
