If this spending freeze nonsense is a trial balloon then we have an obligation to shoot it down.

It makes no sense to take a wait-and-see attitude when someone is asking you for your input.

At this point the WH is forced to do something like what was put out there (would look too weak otherwise) but the details are not set.

Bitching is correct. Bitching is the only power we have (albeit tiny) to let the WH know that this is really not okay.

And if everyone on the net pitches an epic fit then maybe they will pull back a little.

When Obama is wrong, he deserves to be called out on it. Just because he has a (D) after his name doesn't mean he is above criticism. And he is dead wrong about this.
