1. I don't recall him at all, but the term liberal Republican seems an anomaly.

Actually, reading the information on his votes and opinions it seems to me he could be one of our Blue Dog Dem's. One thing is certain about him, he was a man who had convictions and stood by them no matter what the party thought. A rare Republican.

2. That was back in the day when there were many liberal Republicans

who were actually much more liberal than the southern Democrats, who of course later became GOP.
