It basically states that you can not upset anyone while carrying. It was explained to me by a State policeman who gave the permit course that, for ex., if you go into the supermarket, reach for your wallet to pay and someone see's your gun and gets freaked out and the police are called you will probably be written up for breach of peace and given a citation.
I like it. It eliminates the yahoo's like the guy in NH who just want to intimidate people.
