Two investigations are under way today into the conduct of former Riverside police Chief Russ Leach, who was allegedly drinking at a Colton strip club on Super Bowl Sunday before he crashed a city-owned car and drove three miles on the rims.
A California Highway Patrol investigation of the Feb. 8 crash and how Leach spent the hours that preceded it may take until next week to complete, said CHP Inland Division Lt. David Lane.
The results of a Riverside police internal affairs probe seeking to determine whether Leach received special treatment from his own department during the initial crash investigation had not been publicly disclosed as of today.
Both investigations are expected to address Wednesday's revelations about Leach's time at Club 215, where surveillance video reportedly shows he drank whiskey over a 3-hour period before he crashed into a curb, a light pole and a fire hydrant.

Riverside officials disclosed last week that Leach crashed a 2006 Chrysler 300 into a fire hydrant about 3 a.m. Feb. 8 at Central and Hillside avenues, then drove off.
Three miles away, he was pulled over by two Riverside Police officers, who indicated in a report that Leach had been drinking. The Chrysler's driver side tires were gone and the rims had most of their width chipped away. However, no sobriety test was conducted.http://www.mydesert.com/article/20100218/NEWS0801/100218002/Two+investigations+into+Riverside+police+chief+to+probe+drinking+before+crashmore here:
http://articles.latimes.com/2010/feb/12/local/la-me-riverside-chief12-2010feb12The report describes a confused Leach, who was apparently unaware that he had just plowed into a fire hydrant, hit a light pole and then driven on the rims of his black Chrysler 300 for three more miles before the car came to rest.
Sgt. Frank Orta, who wrote the report, checked a box for "HBD -- Impairment Unknown." HBD stands for "has been drinking," although the report provides no indication that Leach was given a field sobriety test.
Leach "was unable to provide a statement regarding the traffic collision," states the report, which was posted online by the Press-Enterprise. He "repeated several times that he had a flat tire and needed to fix the tire. It was evident that he was unaware that he had a collision and his vehicle suffered major damages."
