Why does Health Care have to pass the House - AGAIN

I don't get it..The House passed HCR back in Nov. or so, the Senate passed it on Xmas Eve...(I clearly remember it passing the Senate because i was in Hawaii for Xmas vacation & watched the proceedings at 2:15 AM, :banghead:

I thought the final bill had to be merged & it would be voted once more in the Senate, hence this is where Reconcilation could come in...

How many F-ing times does HCR need to be voted on, :banghead:

1. They both have to vote on the SAME bill...
...neither Chamber voted on the conference committee bill, and then the Mass election took everyone's attention away.

3. My theory; they're trying to run out the clock until November
"if you just re-elect us, THEN we'll pass HCR so you can afford health care!" The "carrot" the Right uses to get re-elected time and time again is abortion. "If you just re-elect us we'll overturn Roe v. Wade!" In fact, they have no intention of doing that (thank goodness) because the issue is so much more useful as a carrot on the end of a stick. The DLC has discovered that HCR can be used as the same kind of carrot for those on the Left.

4. There are two forms of reconciliation and that is confusing
Normally when the Senate and House pass different versions of the same bill they need to be reconciled and then that version is voted upon once more. There is though another form of "reconciliation" which only effects the Senate and it is a Budget gimmick that allows the majority to move a Budget bill by minority vote so it can not be held up by filibuster. It has to be Budget related though...

5. I think you're confused by 2 different uses of the term 'reconciliation'.
Different bills passed by the House and Senate have to be reconciled in a conference comittee; then they have to each vote again on the final version.

This is not the reconciliation referred to when you hear talk of passing HCR in the Senate with 51 votes using 'reconciliation'. That refers to passing the bill as part of the budget reconciliation process, which, by Senate rules, is not subject to a filibuster.

There was also an original vote to end the debate in the senate...Then there was the vote in the Committee, remember this was where Olympia Snowe actually voted for it....

Also, on a side note, when can the "nuclear option" be invoked?...Remember Rethugs threatened to do this to prevent Bush's judicial nominations from being filibustered.....

It's amusing, when Rethugs were in power they ALWAYS screamed that a judicial nominee or a bill deserves an up or down vote, now that they are the minority, they filibuster everything they can...
