VA General Assembly enacted this re: health care coverage

BILLS ENACTED

* Prohibit Virginians from being required to purchase health insurance coverage or pay any fines for not obtaining coverage that may be enacted by the federal government.

I don't understand how they can override a federal law, if and when it it becomes law.
