23. To be fair (not that Limbaugh deserves fairness)...
...I believe he said he'd leave if, over the next few years, all of the provisions of the health care bill were actually enacted. He left himself an out if all of the bill or parts of it were reversed or amended in the near future.

Not that I believe he'll keep is word anyway, but at least four years would have to pass before his time to act runs out.
