7. Yes, but "I" is the nominative case
meaning that "I" is the subject of the sentence. "Me" would be the accusative case.

Thus, "No kill I" implies that "I" will not kill. "Me no kill" would suggest "me" is the object: do not kill me.

The Horta is saying he won't kill.
