1. Thats how the decision is being marketed at least to each respective base
If the Bush admin was an overemotional reactionary kneejerk admin, it wouldn't of been operating out of the PNAC handbook which took some time to write prior to the admin's existence. Much of the philosophy guiding the actual actions of that admin were decades in development (Leo Strauss, for example).

The active political admin is the public face on policies that are long developed and decided upon. Their reaction--their decision making process--is a bit of a public farce just aimed at appealing to the majority that voted for them. That is naturally how to keep the most people happy.

2. Before he was sworn in,
someone in Europe told him to always take time for himself to relax and think, because it was vital. He seems to have taken it to heart and some very good decisions have come out of it.

Demanding a "pony" (economic & social justice in a time when the financial elite perpetrated massive fraud against citizens across the globe) is being a three year old.

So what? Sometimes it takes the cries from a crowd of the discontent to lead to real action to eventually be taken.
