3. Based on description of the "device" and "explosives," it sounds like some amateur, anti-NY asshole

There's a timing device AND the dude was trying to light it up (burning wires). Propane tanks, canned powder AND gasoline, which is flammable, not explosive in nature, unless he were to open up the cans and let the fumes fill up the car, but only those fumes would explode.

Really sounds like it's some Freeper/Teabagger type gone mad-der.
