.Arpaio's office won't turn over financial documents

The Maricopa County Sheriff's Office on Friday refused to turn over financial documents the Board of Supervisors requested in a subpoena, saying officials were abusing their power.

County Manager David Smith said officials suspect the Sheriff's Office is moving money around to cover overspending or misspending in certain accounts "to make it look like they're balancing the budget, when in fact, they're not."

Smith said officials want to better understand the sheriff's spending patterns over the five years.

If financial mismanagement is found, the board could order an audit of Sheriff Joe Arpaio's books, put him on a restricted budget and require him to transfer money from his general fund to the detention fund to cover any gaps. A transfer could cause Arpaio to exceed his general-fund budget. Arpaio told The Republic this week he believes the board wants him to bust his budget so they can punish him publicly through a line-item budget.

3. He sure does.
He's going to get his. The DOJ is investigating him but there needs to be far more scrutiny of his department's financial dealings. The money he has wasted with his petty spats with other agencies is criminal.

... The supervisors have previously used their subpoena powers only sparingly -- and as best we can tell, never on the county's powerful sheriff. (Last April, they subpoenaed records from Treasurer Charles "Hos" Hoskins after he resisted opening his books. And, before that, they gave the same treatment to former School Superintendent Sandra Dowling.)

But they clearly have the right to do so under the law -- and, should Arpaio resist, he could face big problems. The law gives them "all the powers conferred by law upon courts of record," which means they could hold Arpaio in contempt and apparently even issue a civil warrant for his arrest -- forcibly bringing him to a "proceeding" to answer their questions.

The supervisors aren't screwing around. They've set a deadline of May 7 for Arpaio to comply.

I would love to see him forced to answer for this.

He thinks he is above the law. Remember his deputy who took papers out of a defense attorney's briefcase in the courtroom? Even though it was on tape and an egregious violation of lawyer-client privilege, Sheriff Joe supported him.

This is the Wild West.

5. In what world does a county department get to refuse to turn records over to governing board?
It's the County Board of Sup's JOB to oversee the county operations and money. THAT'S what they get elected to do.

6. question about sheriff Joe
The guy is 77 years old and has been sheriff for 17 years. What was he doing the previous 60 years? Is he even from the Phoenix area originally? Does he have any sons who may run for sheriff when he dies?

Arpaio was born in Springfield, Massachusetts to Italian-American<3> parents. Arpaio's mother died while giving birth to him, and Arpaio was raised by his father, a grocery store owner. Arpaio completed high school and worked in his father's business until age 18 when he enlisted in the United States Army.<4> Arpaio served in the Army from 1950 to 1954 in the Medical Detachment Division and was stationed in France for part of the time as a military policeman.<5>

Following his honorable discharge from the army in 1954, Arpaio moved to Washington, D.C. and became a police officer, moving in 1957 to Las Vegas, Nevada. He served as a police officer in Las Vegas for six months before being appointed as a special agent with the Federal Bureau of Narcotics, which later became part of the Drug Enforcement Administration (DEA).<6> During his 25-year tenure with the DEA, he was stationed in both Turkey and Mexico, and advanced through the ranks to the position of head of the DEA's Arizona branch.<7>

Here's some good news:

Federal Investigations
In March 2009, the United States Department of Justice notified Arpaio of that they were investigating him for civil rights violations, in unfairly targeting Hispanics and Spanish-speaking people.<32>

In October 2009, it was reported that the FBI was investigating Arpaio for using his position to settle political vendettas.<37>

In January 2010, it was reported that the Department of Justice has impaneled a grand jury to investigate allegations of abuse of power by Arpaio.<38>

In March 2010, it was reported that an investigation into Arpaio is "serious and ongoing", according to U.S. Attorney General Eric Holder.<39>

14. Italian-American means they (his parents) were born here.
Most Italian Americans (like most Eastern European Jews) came to the US between 1870-1920, after which time quotas were placed on the number of entrants from these areas. His parents were probably born here and his grandparents probably immigrated here.

Pardon my lack of understanding that but, in Arpaio world, that wouldn't matter much.

If this were a Mexican American family living in Arizona he'd want to know if the grandparents were naturalized. He'd call the parents anchor babies. He'd find a way...
