The bombing attack carried was carried out by a militant right-wing organisation. The hotel was the site of the central offices of the recognized protectorate government of the failing state.

The attack remains the bombing that caused the greatest number of casualties.

It is an open question as to whether this was done by forces "friendly" to the US government or if it was done by forces to which the US government was friendly. Or if it was done by US and antigovernment forces which had mutual admiration for each other.
