Why are amendments attached to amendments?

The administration and Sen. Christopher J. Dodd (D-Conn.), the architect of the Senate's overhaul bill, have supported the Levin-Merkley amendment but hotly opposed Brownback's attempt to carve out auto dealers. But because the Levin-Merkley amendment could succeed only if Brownback's measure also succeeds, officials had said they would prefer that both amendments fail, denying the auto dealers an exemption.

So, we cannot pass a law to separate investment and commercial banks (keeping in mind size was one of the major factors of the crash), because there exists a condition that it cannot pass without a law being passed that exemps auto dealers from the new consumer protection agency? What?

2. The Senate rules are SERIOUSLY fucked-up
There needs to be reform with a clear mandate for democratic processes.

I'm tired of hearing about this bill or that amendment sunk because of arcane, nonsensical rules that let unscrupulous actors *coughRepublicansCough* delay, obfuscate and delete important provisions in law.

4. While the democrats work toward fixing the problems of the day
the :puke: are spending their time working on how to skirt the rules. They do what they do for a reason and that reason is to ultimately put money in their pockets. For proof of that think about what else it could be that they'd sell their own country down the drain for. They are working towards ending our democracy just as sure as tomorrow comes. IMO

5. That's the point, though
They don't NEED to "skirt the rules". All they need to do is USE the EXISTING rules to hold up the business of the Senate.

Something which the Dems apparently never learned to do during THEIR minority terms.
