1. it was just a matter of time till there was a catastrophe

and, to a degree, BP just got the short straw. perhaps they and their subs were more lax, or maybe they were about average. relistically, no one was paying any attention to gulf oil platforms till those clever environmentalists sabotaged the rig with their invisible submersable robots (:sarcasm:).

all the more reason to REQUIRE 'belt & suspenders' shut-off systems, as in Brazil and Norway.
