Has deregulation ever NOT totally screwed everything?

Has deregulation ever NOT totally screwed everything?
Well, except the wealthy and well-positioned, of course.

My costs for electrical service were deregulated a few months back, and we suffered an immediate jump of 30% to 40% in our monthy bill even though our consumption hadn't changed appreciably.

Are there any examples of deregulation actually helping the common person?
