State modifies sex ed policy
The State Board of Education shifts focus away from abstinence-only but leaves curriculum to local districts.

TOPEKA - The State Board of Education voted Tuesday to replace abstinence-until-marriage sex education standards that recommended parental permission slips for the class.
The new guidelines no longer specify that sex ed must stress abstinence until marriage, and they leave the question of permission slips to local districts. The standards do recommend that teachers stress the benefits of abstinence and the risks of sexual activity.
In many ways, the changes approved Tuesday are minor, amounting to only a few words in the year-old, 60-page document. But it represents a shift of focus that has divided the board for two years.
"It's a matter of emphasis," said board chairman Bill Wagnon of Topeka.
Tuesday's 6-3 vote represents the latest move by the new moderate majority to rescind controversial policy decisions made by the previous conservative majority. That trend will continue today, as the board is expected to name a new education commissioner.
