Crime Watch Captain: Call 911 for "Afro Teens"

An Arlington crime watch captain is apologizing after he sent an e-mail suggesting his neighbors call 911 “any time you see Afro teens walking on our street.”

Some of his neighbors were so offended, they called police about the e-mail.

"I thought it was racist,” said neighbor Benita Valadez. "You can't call 911 for somebody walking on a public street. You can't do that."

Phillip Herr, a crime watch block captain on Del Mar Lane in North Arlington, wrote about a recent incident about “black kids fighting” and ended the e-mail: “Be alert. Call 911 any time you see Afro teens walking on our street.”

In an interview, Herr said he was referring specifically to a group of girls who had been causing trouble in the neighborhood.

4. I gave up on watching criminals around here, Now they can break in places and I don't care
Unless it is a place where someone is currently living. Quite a few abandoned homes here. Caught people stealing, call the cops.

One cop drove up to me (I was waiting in the street for him). I told him about my old house, guy stealing stuff, got his license number, and he basically said 'What do you want us to do about it?'. He did not ask for ANY info about it at all.

Some kids knocked over my neighbor's trash can, and a dresser he had out for the trash he threw in the street, then told my neighbor he would kill his fat white ass (same kid threw rocks at my house once and broke into an abandoned house in the court). Cops came out - told them where the kid was (way after curfew). They drove around and left.

If I see someone breaking in now, I will freaking join em and get some copper or something of value. Hell, I even tracked the one guy's plate back to a dealer south of here, turns out the plates were stolen. Cops did not care.

We had a situation where people were obviously camped out and up to no good in an unoccupied building next door. However, only the owner of the property has standing to complain about trespass and the like.

6. I have contacted the owners
And both said they want no one in their homes (except me and another neighbor of mine). We both have keys to two of the homes, the other one neither of us do but the owner told me no one should be in there at all except him and/or his son (and my daughter/I can be in the yard picking mulberries and such).

The one house is now occupied (owner died, his daughter moved in) the other two though are still empty (both are next door to me, one on the right and one on the left, so easy to keep an eye on them).

I kept a log of people stopping by them (they always say 'We are looking at buying it' - but it is not on the market). Just seems a waste of time.

You would need something on paper to press many of these complaints; a power of attorney, some sort of agent's agreement, you could show the officer. It does sound like you have a fairly lackadaisical police department as well, certainly.

8. You are correct, Sir :) I think what bothers me the most
Is that the one guy, and his pal, seemed to be professionals at it. They had a stolen dealer plate - which the dealer not know was missing until I called them, described the vehicle (they don't sell those types), they had clip boards and a whole spiel down in case anyone asked them about what they were there doing (they even picked the lock).

It would have taken a whole 5 minutes to get the info from me, toss it in the system, and if someone else sees (or has seen) that car/plate it might solve some crimes.

Not to mention the attitude of the young punk who came out. I called my old friend on the force and gave her an earful (she took the plate #) and almost called IA (having been a cop and had my own dealings with IA I know they can be a real pain in the ass....)
