What is your stance on a proposal like this?
______________________________________________________________ Responsible Parenting Act of State/Country X
1. Beginning on Date MM/DD/YYYY, and applying only to people who turn 14 on or after said date: (Law not retroactive)
2. All such persons within State/Country X shall, upon attaining the age of 14 years, be required by law to enter into a long-term contraceptive regime unless it can be shown that such person has a condition that would make any contraceptive regime dangerous to his or her health. Such contraception shall be free-of-charge; all costs of administration shall be funded by State/Country X using Fund Y to be paid for by Z revenues.
3. All persons on such contraceptive regimes shall be required by law to maintain that or another sanctioned contraceptive regime, if they are able, until that person presents the following to an office of Agency N:
3A. A criminal record that is devoid of violent offenses; and 3B. One of the following:
i. A high school diploma and 3 years of pay stubs; or ii. A college degree and 1 year of pay stubs.
4. Agency N shall have the power to enforce and fulfill this act, and shall be funded by Fund Y. No person in violation of this act may receive any ecnomical benefits from State X / Country Y.

There's one rub though - right now we don't yet have a long term reversible contraceptive for men like we do for women (depo, patch, ring) - but scientists are working on it pretty hard and we may have one in the future. I've addressed this in the poll choices.
