If you don't know how to find out, then you have an extra assignment of finding out how to find out who your precinct captain is.

I have no idea who my precinct captain is, and it wouldn't matter anyway. This is a total machine town.

I did know who the precinct captain was in my previous residence (another state). But it was a town of 20,000 people. There are a couple hundred thousand people in my ward alone now, mostly all in high-rises. Canvassing is not possible.

4. Because you are special, you have a third assignment.

Your third assignment is to give me a list of excuses why it's not useful to know who your precinct captain is, so I can call them up and ask them if they are true or not.
