BP clean-up crews not cleaning the oil that is burried under the sand - VIDEO PROOF

I have heard multiple reports that the clean-up crews are only cleaning up the tar balls that can be seen on the surface. Also there are stretches of beach that are still covered in tar that are absent of workers. Most of the crew members are making $18 - $32 an hour and working 60 - 80 hours a week, but they are no longer hiring people to clean up. In fact there are hundreds that have taken the classes but are on stand-by. Now what has me confused is why are they paying each individual worker 80 man hours per week with 40 of them being overtime instead of hiring another individual who needs a job and keeping the overtime money to put back into the clean up effort. With more workers and less overtime maybe then they could clean up all the hidden tar that is under the beach.
