Raygun's administration did try to get ketchup and relish classified as a vegetable so they could save billions on school lunch programs for poor kids. So even though he didn't actually say it, his evil henchmen were trying to make it happen for very nefarious reasons and only abandoned the effort after quite a bit of public embarrassment.

Evidently happened while he was flying in a commerical airliner --

UFO was sighted by Reagan -- and other passengers -- and I think Captain?

And if I recall correctly stayed with the plane for a long time -- 1 hour?

IIRC, it came up through regulations or guidelines on school lunches: what counted as servings of meat, vegetables, etc.
The Reaganites came into office, and suddenly ketchup was on the vegetable list.
