This is Doug taking pictures of Black voters on election day

Once you've got the caging lists, you can get creative. Besides challeng- ing voters of color on Election Day, you can, if the scent of racism doesn't bother you, intimidate them.

Forget the burning crosses, that's passé. This is "Doug." From his all-black SUV, he took telephoto shots of each Black voter as they went into the Jacksonville early-voting station-every day, all day. That type of creepy KGB stuff is a no-no under civil rights law and the Justice Department agreed to look into the matter-after the election was over. What the detective didn't know was that as he was filming the voters, our BBC cameras were filming him. He said his name was "Doug," a licensed detective, and he assured us that he was paid a pretty penny to take photos of the voters day after day. He just couldn't say who was sending him the check. And he seemed to forget his last name. So we're including his photo here to see if any of our readers can identify him.

I'm hoping that when Doug says he's a detective, he means a private detective. Still, shit like this is pure evil. I can't wait to get a Democratic attorney-general back who can send the Civil Rights Division after baby-fascists like Doug.

9. Not stupid. People can get worried about someone in their life
objecting to them voting and or how they voted. Like a boss, a landlord, a school administrator -- people with some form of power.

And put another way, if a stranger followed you with a camera, wouldn't that be frightening all by itself?

10. It has happened to me.
Back in the 80's I was a LT. for the Florida Dept of Corrections (I am also Gay), I was being filmed going into a Gay bar and it was being used for intimidation purposes (back then I could have been fired for being Gay). All I did was smile & wave at the camera then went in and got plastered. I was called on the carpet for it, but being the person I am, I also know how to intimidate & blackmail (after all it is a dog eat dog world). I retired in the mid 90's with a full pension. And the GLBT community is much more accepted now.

26. so even tho you are not especially intimidated by such tactics, you
do see how being "tracked" can feel intimidating to members of an oft-hated minority class. the black community has suffered injustice and prejudice for many a long year. after a while, the deaths and beatings of yesteryear become part of today's mythology. i suspect that blacks fear the attention of any government authority, "just because" -- there have been so many schemes to deprive them of the most basic rights and some of those schemes have had the complete support of the government. what basis do they have for confidence that they are protected from unwarranted arrest, search and seizure -- worse yet, a late night visit from the guys in robes?

25. Maybe if you were black and had been growing up before the civil rights era you would understand
It may not be intimidating for you to be photographed, but I am guessing you probably never had to worry about being beaten or thrown in jail simply for trying to cast a vote. Many blacks in the south did have to worry about that at one time as did their family members. Those scars still exist today and for the people with those scars to see someone snapping photos of them when they go to vote could make them very fearful.

had relatives and friends KILLED AND LYNCHED for trying to vote or register others to vote.

These are memories that are still VERY VIVID in the black community, especially in a still virulently racist state like FL. These are RACIAL memories that just about every black person over the age of 30 still carries and will carry to their graves.

The U.S. is still a violently racist country. You may not be able to feel or understand that but black folks do.

Last summer, a patient at the Hope Clinic for Women in Granite City, Illinois, was taken to a nearby hospital after complications from an abortion. Clinic staff tried to duck the half-dozen or so antiabortion activists assembled outside, but as they wheeled the patient to a waiting minivan, protester Daniel Michael called out to his wife, "They botched one!" and then rushed to take the woman's picture. Days later, a clinic staffer was shocked to discover that the woman's medical records and photo had been posted on a Web site called Missionaries to the Unborn.

Posting photos of women entering and exiting clinics is the radical antiabortion movement's latest step in an increasingly sophisticated campaign to use the Internet to target abortion clinics. "For a long time, the focus was on putting up information on doctors and personnel, but now we're seeing patient information, too," said William Lutz, communications director of the National Abortion and Reproductive Rights Action League. "The fringe and extremist antichoice groups and individuals are always pushing the envelope legally."

Antiabortion activists embraced the tactic last spring after a federal appeals court ruled that Neal Horsley's notorious Nuremberg Files Web site-which lists the names and addresses of abortion providers and shows their names crossed off after they have been killed-is protected by the First Amendment. Encouraged by the finding, last April Horsley started a site called AbortionCams that posts photos of "homicidal mothers" gathered from "photojournalists" who lurk outside clinics, taking photos of patients. Two months after AbortionCams debuted, the Missionaries to the Unborn site featured the Illinois patient's photo and medical records.

The Hope Clinic and its patient have now filed an invasion of privacy suit against the Michaels and the Web site's owner. But although an Illinois circuit court ordered that the site remove the photo and records until the case is decided, photos of dozens of other patients taken outside clinics in 23 states remain posted on AbortionCams.

30. It can be unnerving for a variety of reasons.
It violates the sense of personal boundaries when someone you do not know is taking a photograph of you for reasons you can only speculate. It engenders a sense of paranoia. This is also targeting a segment of the population that has been victimized by profiling and has legitimate fears about being misidentified. White or black, if someone hasn't toed the line 100% (parking tickets, late alimony payment, parolee, etc.) they are not going to want to go anywhere near someone routinely taking photographs. I think it capitalizing on the uncertainty principle in which we humans often tend to assume the worst and whoever paid him to take those photographs knew darned well it was an intimidation tactic designed to depress voting in that particular locale.

23. With respect to early voting, I now remember that black precincts
in FL (most likely in other places, too, but my knowledge is about FL)seem to get shafted on early voting. There are fewer precincts, they open late, they run out of ballots -- dirty trick after dirty trick.

35. Yes. Anyone who works at a 911 com center, a collection/process service...
If it's a govt. agency, like 911, it's pretty easy as they have a free subscription to their state's license plate data base.

Private collection agencies, process servers, bail bondsmen, etc. pay either a monthly subscription, or a per-use fee.

Even if Doug's plate is registered at a fake address, the records will show the real, full name of the owner.

The trace department of any private company in the biz of finding people (again, bail, process, collections, etc.) will have deals with the trace depts of phone companies, credit card companies, etc., and given the full name of the plate owner, home and work addresses are usually a call or two away.

They even have (unofficial) access to voter registration rolls, ironically, and it's perjury to put a false home address on those.

For a fee, you can hire a service that will look up that license plate number.

One thing that might make it easier - does anyone definitively know the state on that license plate? The license plate photo doesn't show the state clearly.

who ever that is. they supplied the caging lists for the recent chicago aldermanic election. since it was a non-partisan election, the thug could pretend to be a dem. but the election day strategy was- challenge, challenge, challenge. from caging lists supplied by the freeman institute. what better place to look for a dem to frame than chicago.
