How would you feel if you lived in one state and the Congressman from another state was working ....

.... to take away some of your rights? Or to change some of your laws? Or to make life tougher for you and some of your neighbors?

That's how DC residents feel every day.

4. I would think that a Constitutional amendment would be required

Although the Virginia part of the original District was reabsorbed into that state without an amendment. There is always the possibility of making the other part of D.C. a part of Maryland for the purposes of Senate representation, and creating a Congressional District comprising only it, that might not require Constitutional change.
