In arguments that will end the corruption trial of Rod R. Blagojevich, the former governor of Illinois, a federal prosecutor on Monday spoke directly to an issue that legal analysts had long suggested as a possible flaw in the government’s case: It does not matter, the prosecutor told jurors, that Mr. Blagojevich never really seemed to complete most of the get-rich schemes he dreamed up.
“Talking is the crime here, ladies and gentlemen,” Christopher Niewoehner, the prosecutor, said as he described mostly failed efforts by Mr. Blagojevich to raise campaign money in exchange for giving state grant money to a school, providing funds that would help a pediatric hospital and approving legislation to benefit racetracks. “You don’t have to be a successful criminal to be a criminal.”
