The brown people get arrested and put in to a prison owned by the God Fearin Christian Conservative friends of the Governor.

The prison company gets paid money for the brown people to reinvest in to the local community. Which they do by cutting back on pay for orison staff, training and conditions of employment. Now anyone can work for the Prison Company as long as they accept federal minumumwage for previously high paying jobs.

The arrested brown people just walk out the back door as no one is paid to watch it anyway. Well if murderers can do it anyone else can.

Another prison gets more money for the re-arrested people.

So yay for Gov Brewer.

Good ol' Republican values.
