1. Where there is dried peat burning,

the fires are yet harder to fight.
The Russians decided to dry out most of the peat bogs around Moscow. In the process of leaving them dry, they courted this disaster.
They had decided to re-water some of them, and managed to re-water a few.
Had they managed the peat better, perhaps these fires would have not been so many and so dangerous.
I guess this means dry the peat as you use it.
