Whimsical. What does this mean?

Whimsical. What does this mean?
I've heard it a few times this week out of the mouths of Tea Party spokespersons on the political talk shows. The last time it was used was referring to Obama and his being whimsical about something. I know I have always thought of the word as referring to Disney cartoon characters or ballets. Is this a new right wing code word? Because in the context they are using it, it doesn't make sense unless there is an underground meaning. Did I miss something in the Newspeak dictionary?

"Meet the Press" this morning. Unfortunately the transcript isn't up yet or I would post the quote. It seems like they are introducing new labels here for their cotton brained followers to absorb and repeat.

what it's worth...


These improper actions and demands by Mr. Obama amount to egregious policy decisions that will have enormous negative consequences for America and American workers. The idea that BP should pick up the tab for lost wages and salaries caused by the displacement of workers from Mr. Obama's whimsical moratorium is ludicrous. There is no legal theory that would support the thesis that BP is liable for the decisions of a sovereign government that has made arbitrary and capricious policy decisions that have no direct connection to the cleanup operations from the specific source of the oil leak.

6. Yes, it seems to be popping up here and there.
Dick Armey's use of it this morning on "Meet the Press" made me sit up and take notice because I remember hearing it before but not concerned then. It's odd it would be used by different people all of a sudden.

If he uses that word you can bet your ass it's some sort of brand new right wing code word.

He has never used the word "whimsical" in his life. And I'd venture to say nobody in his circle of friends has ever spoken it either.

The only place he would ever hear such a word is on the right wing radio he listens to at least 6 hours a day.

I've found him a pretty good weather vane for identifying new buzz words for the dumshits.
