14. Impeachment happens in the house
with a simple majority

The question is, will he vote to convict? A conviction requires a supermajority in the senate of 67 votes... I don't believe we have that

And yes I think I can make the case for high crimes and misdemeanors, firing capable federal employees is considered a high crime (US Attorney scandal)
