Poll question: If the Republicans were in power, how would they frame the tax cuts?

I think the Republicans are unfairly calling a proposed new tax cut for the bottom 98% to match the levels under the temporary Bush tax cut about to expire a "tax increase" on the wealthy. And I think the Dems are failing to make their case. Hypothetically, if the Republicans were in power today and proposed the same policy (which of course I know they wouldn't) how would they frame it?
