9. Americans care
There's just no leadership pulling everything together. All the giving is such a hodge-podge that it's hard to see large scale success. There are library and school book donations, historic preservation, cultural, government, environmental, private insurance rebuilding.

The rebuilding plan was just finalized 6 months ago. You can't blame America for that. Of course, we're not allowed to have an opinion either, just sign checks and shut up and hope the right people get the money.
