International oil companies could receive sole control of Iraq's oil
http://www.menafn.com/qn_news_story_s.asp?StoryId=1093153867

(MENAFN) A representative for Hands Off Iraqi Oil (HOIO) said that an Iraqi oil law could mean that international companies may receive full control of Iraqi oil fields for more than two decades, Iraq Directory reported.

It was also mentioned that Shell Company has been working hand in hand with the United States and Britain to arrange an international policy to permit multinational companies to receive solitary control of Iraq's oil fields.

3. What do you mean by could. The Iraq oil benchmark requires such a handover.
No could about it. Oil companies will take full control while US taxpayers continue to pay the bill of providing oil field security.

4. Question: Is this even feasible?
Man, these guys must be completely insane. Even with the full protection of the US military and/or private firms like Blackwater, it seems unlikely they'll be able to maintain sufficient security to drill and process the Iraqi oil. They may win the paper rights, but I have a feeling the locals are not likely to honor such agreements (especially since they're taking away their country's best and most profitable resource).
