However, it doesn't work well in a recession. Why? Because those individuals getting the tax breaks don't have the confidence in the market to invest in their business. Instead, they keep that money to ensure their future is sound. During economic growth, making more capital available to businesses is very effective. But during growth, many people don't like to see tax breaks, so it's unpopular at that time.

this is a problem that the Democrats face right now. Few actually care about the economy improving as a whole, they just want a job for themselves, or to see their taxes go down, or receive something.

The GDP could double overnight, but if Jim the roofer doesn't find a job, he doesn't think the economy has improved. I think now is a good time to reform the tax code and make things a little more fair. Nearly half of our country does not pay income tax, thats a problem. I don't think those who are very poor should have to pay the same rates as the wealthy, but not paying any taxes causes disillusionment. Everyone needs to be able to feel the tax burden so they can feel the improvements. Without that, people will continue to vote for what helps them, and nobody else. Democrat, Republican, whatever...America has become very "me first", and thats a problem.
