Legislation that is needed but will get nowhere due to plain old bipartisan cowardice.
The biggest need for legislation is immigration policy, particularly with respect to Latin America. Neither Democrats nor repubicans have shown the slightest inclination to actually do anything.

Gay rights being seen as civil rights. The inaction, pure and simple, is based on political cowardice. This isn't at all a left right divide.

The enshrinement in specific law of a woman's right to choose. Again, it is bipartisan cowardice.

These, and many other issues, have been bouncing around for years, for decades, for lifetimes, unresolved. They get demagogued. They get used as leverage. They get dragged out when certain demographics need to be brought into this party or that's fold. But no one ever actually does anything.

They're cowards. If they weren't, they'd have taken stands and accomplished *something*. But no one who can actually effect change ever really does.

Cowards.
