1. Harkin may still be spooked by AIPAC

They blasted him in the early 90's for daring to be slightly less then relentlessly anti-Palestinian. Harkin caved then, but they still made sure he didn't get anywhere close to the nomination and maybe they were threatening him in his next reelection campaign. Or maybe he owed Reid something.

4. There is little chance that Harkin will lose

any election here in Iowa. That being said, however, I am contacting him at once to express my extreme displeasure with his poor choice in voting for this bill.
