1. Don't confuse "legal" and "ethical".
A criminal is someone who breaks the law, whether ethically or not. Conversely, the CIA are legally or semi-legally allowed to do all sorts of deeply unethical things.

2. After reading a bit of the cables I have come to the conclusion that the
United States has a serious god complex. Seeing how the staff pass judgment on every individual and group of political/economic significance then try and influence to their advantage every event of political/economic significance it seems as if these people believe they are the managers and keepers of the entire planet. That all peoples answer to them and only through their will can anyone succeed.

I have seen the word hubris coming from many others who have read them as well. How the hell did the United States go from non-interventionist land of Liberty to god of Earth?

It started long before Saint Ronnie got to the White House.

If you look at US history, you'll see that it started after the Spanish-American War, when the US decided it wanted a piece of the global pie, like all the other major powers were getting.

And it always included patriotic fervor and God, just like it does now!
