Poll question: Which is most appalling?

I have 2 thoughts about the electrical thingies with wires which were hung on some sensitive structures and turned out to be advertising thingies. I am not sure which I find more appalling and wanted to ask you all since I value (most of) your opinions.

My thanks go to any police or people involved anywhere in helping keep the peace and having to deal with potential bombs. Thank you very much for your service. My head is shaking at the whole process.

edited to add the rest of choice #1, just noticed it didn't come through. Choice #1.
National security sucks. The fact that these things were up 2-3 wks in 10+ cities and no one called the police, they weren't noticed, or the police didn't care enough to check them out? And Boston police were concerned enough when they were reported to take it as a possibly serious threat. What does this say for in the future when someone bad wants to put bombs up and no one notices or cares?

didn't look dangerous. Have you heard of any bombs that have images of cartoon characters on them? I haven't.

11. There is always a first time. And I agree.
1. they didn't look dangerous.
2. they did look dangerous.

To me, who wasn't there, in some of the pictures they did look questionable. Now we know, if you want to have explosives not be noticed, hide them behind cartoons? Or was it don't over react? The whole thing raises issues of a bunch of different sorts.

This just seems a non-event combination of fear mongering and why the hell were things that looked possibly dangerous left unnoticed that long.

7. I looked at the pictures and can see why they were concerned.
What I want to know if why could the Boston police not go into a national group or something and ask things like "hi, we have these things up around our city. How about you?" "yeah, us too." Why was that not possible? What does this say for in the future if someone hangs up things that will explode and no one notices, or cares, or writes them off?

I also hate the "BOO!" fear mongering, but this incident shows that national security is a joke. Why did no one else notice these, or care, or report them? Did they not look dangerous? Were they not noticed? There should be some serious talking amongst law enforcement and Homeland Security over this non-incident.
