The framing of tax discussion

This is from Reuters today:

"Obama agreed to extend tax cuts for virtually all taxpayers, including the wealthiest Americans, set to expire at the end of this month.

Democrats had long favored limiting the renewal only to annual income for families and individuals of up to $250,000 and $200,000, respectively."

Why do they describe it this way?

The $250K plan includes ALL TAX PAYERS!
It's the first $250K earned that are exempted for EVERYONE!

So frustrating.

3. For the same reason FoxNews told its reporters to stop referring to it as the "public option"

and call it gov't run healthcare (which it wouldn't be) instead. It's called lying for a living.
