1. CIMA website for some reason still doesn't acknowledge this poll. And reported rankings seems
to depend on the reporting agency:

Oscar Arias Fourth Most Popular President In The Americas

... Ahead of Arias are: US president, Barack Obama, Colombia's Alavaro Uribe, and Brazil's Luiz Ignacio Lula da Silva. The poll was taken between March 15, 2009 and April 15, 2009 in 20 countries ... The scoring reveals that Arias received a 66%, while Obama got an 85%, Uribe, 74% and da Silva 73%. Hugo Chavez of Venezuela got a 61% score and Mexico's Felipe Calderón a 60%. At the bottom of the list are Argentina's Cristina Fernández with a 30% score and Nicaragua's Daniel Ortega with a 35% ... http://insidecostarica.com/dailynews/2009/april/18/nac01.htm

2. it may be taking awhile to code it, who knows? but this link seems "new"
and corroborates with the recent media reports. I believe the numbers you cited though are from the respective president's own countries for latinos. the US of course are a subset of the general population.

yes Hugo remains popular in his own country. its everyone else who thinks he's an oaf.
