Dominican Republic: Refinery sale to PDVSA has been deferred

Looks like PDVSA isn't in too much of a hurry to buy the 49 % of the refinery we discussed earlier (I said it was a bad deal for Venezuela). The President of the Dominican Republic said the sale was deferred.
