Paraguay insists on requesting Venezuela's accession to Mercosur

The member of the Common Market of the South (Mercosur) is the only Mercosur's signatory country which has not yet completed the parliamentary proceedings, despite the fact that the other founding members of the bloc approved Venezuela�s Protocol of Accession to the Common Market of the South in 2006

I thought they wanted to make Unasur a common market. So far it seems to be a place to have meetings and chat.
