Chile doesn't include US prof as Pinochet victim

(AP) SANTIAGO, Chile — Chile now says 30 more people died at the hands of its military dictatorship.

An official commission has posted its final report online naming each additional victim it officially recognizes as being killed, tortured or imprisoned for political reasons by the dictatorship of Gen. Augusto Pinochet. The death toll now stands at 3,095.

Not on the list is U.S. citizen Boris Weisfeiler. The a Penn State professor disappeared while hiking in 1985 near Colonia Dignidad, a notorious compound that Pinochet used as a torture and detention center.

The commission says it failed to find both political motive and proof of state terror in his presumed death.

Despite evidence that Weisfeiler - a University of Pennsylvania mathematics professor vacationing in Chile - was arrested by Augusto Pinochet’s military and brought to a torture center, his case has yet to be declared a human rights violation by Chile’s courts or government.

Ms. Weisfeiler told The Santiago Times over the weekend that within the past four months each of the United States’ foremost three executives – Secretary of State Hillary Clinton, Vice President Joe Biden, and President Barack Obama – has met with Chilean President Michelle Bachelet, yet none expressed concern about the Weisfeiler case to Bachelet.

Ms. Weisfeiler attributed the investigation’s lack of progress to a failure in Chile’s judicial system and has been counting on U.S. aid to discover what happened to her brother, the sole U.S. citizen to disappear in Chile during the Pinochet era. During the 17-year Pinochet regime more than 1,100 individuals were “disappeared” by state security forces fighting leftist “terrorism.”

Two years after Weisfeiler’s disappearance, an informant known only as “Daniel” told U.S. embassy officials that he had been a member of a military patrol that arrested Weisfeiler in 1985 and brought him to Colonia Dignidad, a secretive German colony founded in the 1960s by former Nazi Paul Schafer and used as a torture center during the Pinochet era.

Schäfer was born in Troisdorf, Germany, and joined the Hitler Youth movement at a young age. He served as a medic in the Wehrmacht during World War II, where he reached the rank of Corporal.<2> Following the war he set up a children's home and Lutheran evangelical ministry. In 1959, he created the Private Social Mission, purportedly a charitable organization. That same year, he was charged with sexually abusing two children and fled West Germany with some of his followers.

Schäfer resurfaced in Chile in 1961, where the government at the time, led by conservative President Jorge Alessandri, granted him permission to create the Dignidad Beneficent Society on a farm outside of Parral. Founded primarily on Lutheranism and anti-communism, this society evolved into the Colonia Dignidad community.

Schäfer disappeared on May 20, 1997, fleeing child sex abuse charges, this time filed by Chilean authorities under Christian Democrat President Eduardo Frei, after 26 children who went to the commune's free clinic and school reported abuse. He was tried in Chile in his absence, and found guilty in late 2004.<3> Schäfer was found on March 10, 2005,<3> nearly eight years after his disappearance, hiding in a suburb known as Las Acacias, 40 km from Buenos Aires, Argentina. Following two days of negotiations between Chilean and Argentine authorities, Schäfer was sent back to Chile to face a court hearing. There, he was charged with being involved in the 1976 disappearance of the political activist Juan Maino,<4> and he remained in custody until his death. Schäfer was also under investigation in Chile in connection with the disappearance of Boris Weisfeiler<3> and alleged human rights abuses, and was wanted in Germany and France in connection with earlier child-abuse allegations.

On May 24, 2006, Schäfer was sentenced to 20 years in jail for sexually abusing 25 children and was ordered to pay 770 million pesos (approximately US$1.5 million) to 11 minors whose representatives established suits. Schäfer was found guilty of 20 counts of dishonest abuses and five counts of child rape, all committed between 1993 and 1997.<5>
