2. An incumbent who can't break 50% in the primary is in big trouble
Unless the challenger has some major baggage (and it doesn't appear that Halter does) incumbents often lose run-offs.

3. What polling doesn't tell you...
...is how many people will come out to vote in a special election. Party regulars may be more likely to show up.
