Obama announces new aid for Gaza; calls conditions there 'inherently unstable'

President Obama said today that "real progress" in the Middle East is possible by the end of the year, but only if Israel and the Palestinians agree to new talks.

"It is time to move forward on a two-state solution," Obama said after an Oval Office meeting with Palestinian President Mahmoud Abbas.

Obama also announced an additional $400 million in help for housing, school construction and business development for Palestinian territory in Gaza and the West Bank. "We think it is important to reaffirm our commitment to improving the day-to-day lives of ordinary Palestinians," the president said.

Abbas described the new grant "a positive signal," and called for an end to the Israeli blockade of Gaza.

Obama did not take a position on that request, but did say a better approach is needed for what he called "an inherently unstable" situation in Gaza.
